Abstract: Indigenous Peoples and the UN System

Indigenous Peoples were excluded from the UN System when it was created in the 1940's. In 1970, the Sub-Commission on the Prevention of Discrimination and Protection of Minorities recommended a comprehensive study of the problem of discrimination against Indigenous Peoples. In 1971, Jose Martinez Cobo was appointed Special Rapporteur for the study. His final report was submitted to the Sub-Commission during the years 1981-1984 (E/CN.4) Sub.2/1986/87 Add 1-4). It became the foundation of future UN work relating to Indigenous Peoples.

"Conclusions and Recommendations of the "Study of the problem of discrimination against Indigenous populations", commissioned by the UN Sub-Commission on Prevention of Discrimination and Protection of Minorities in 1971 and completed in 1984. The study addressed a wide range of human rights issues affecting Indigenous peoples, and was an important catalyst for United Nations action relating to the protection of Indigenous peoples' rights."
