The dynamic evolution of modern information and communication
technologies is shifting the concept of community, cultural
survival and co-existence, through alternative approaches to
information, knowledge building, skill transfer and
lifelonglearning.
Technology-Based Distributed Learning is supporting cultural
diversity in education, as well as self-determination, providing
tools for all peoples to network with each other, share their
knowledge, advocate for their rights, build new relationships, and
to have access and input into the global knowledge pool anywhere
and anytime.
Many academic institutions provide First Nations/Native American
Studies Programs of interest, but have yet to venture into virtual
learning environments. Many Continuing Studies Departments and
international organizations are leading the experiment.
The indicators of success will be the extent to which the
implementation of best practices in the field of open learning
match community needs, thusly contributing to the empowerment of
peoples.
